The aim is to secure all required planning permissions, consents and
licences in line with the project programme and budget. The onshore
consenting scope includes cable installation(s) at landfall (landward
of MHWS), onshore export cables and the substation.
Key responsibilities
Work closely with the Consent Manager, Onshore Package Manager,
Stakeholder Manager, EIA consultants, legal advisors and the
engineering team to develop and drive the onshore consenting strategy
to a successful outcome. This will require a detailed understanding of
external factors that influence consenting, including Eirgrid
timelines and constraints.
Active participation in the site selection process, providing input on
consenting and land risks and opportunities of the landfall, cable
route and substation location options being considered.
Procure and manage the EIA, planning and other consultants or advisors
to deliver the necessary applications and supporting documentation
including the EIAR and pre-application report and consultations.
Work closely with the Stakeholder Manager to manage relationships and
engage regularly with relevant stakeholders and consenting
authorities. This includes provision of information and attendance to
public and community meetings.
Work closely with the land agent to ensure landowner requirements are
appropriately considered and managed in the consenting strategy, and
that consenting requirements (e.g. mitigations, site access for
surveys) are considered in land/ crossing agreements.
Develop deliverable and cost-effective mitigation and monitoring
strategies.
Control spend against the approved project budget in close liaison
with the project Cost Controller.
Ongoing management of the onshore consenting programme and risks in
close liaison with the project Consent Manager and Programme Manager.
Detailed quality checks of all documents to be issued to third
parties.
Identify collaboration opportunities with other projects and
developers and manage the interface in compliance with the project
legal requirements.
Ensure that all onshore consenting activities, site visits, surveys
etc. are carried out within the project HSSE, legal, financial and
engineering requirements.Skills and experience
Significant experience delivering onshore consents and planning
approvals, preferably for electricity infrastructure in Ireland.
Demonstrate relevant experience including Environmental Assessment
(EIA), route design and stakeholder negotiations.
A strong understanding of the Irish legislation, planning policy and
regulatory environment for onshore infrastructure.
Excellent Project Management skills, including contract management,
coordination, cost control, risk and programme management.
Ability to represent the interests of the project with external
stakeholders, consenting authorities, local and national government,
communities and local politicians.
Ability to manage consultants to ensure timely delivery of reports and
materials.
Experience working in a multi-disciplinary team on large
infrastructure projects.
Degree or equivalent qualified consents, environment or planning
specialist.
Excellent interpersonal and communication skills.
